Natural Gas Leaks, Odors or Emergencies

City of Atlanta SHINE Program Frequently Asked Questions

How much does the assessment cost?
A typical home assessment can cost $400- $700. Each contractor sets their own pricing and Georgia Power has no responsibility over the contractor's price. Some factors that affect the assessment cost are the size of the home, the number of heating and cooling (HVAC) systems, and accessibility to assessment areas. During the initial contractor call it is highly recommended that you discuss the possible cost and provide the contractor with as much information regarding your home as you can to assist them in providing you with the most accurate cost estimate.

Can I use my own contractor?
Yes, but the SHINE rebates will only be paid to homeowners who have work performed by SHINE-qualified contractors. Encourage your contractor to become qualified under the SHINE program. Information on contractor qualification can be requested by calling Aaron Bastian in the Office of Sustainability or e-mailing shine@atlantaga.gov with “Contractor Information” in the subject line.

Can I perform my own assessment or improvements?
No, in order to qualify for an assessment rebate from Atlanta Gas Light or other companies participating in the SHINE program, you must use an approved contractor. Also, in order to qualify for SHINE home improvement rebates from Atlanta Gas Light, SHINE and other participating companies, you must use an approved SHINE contractor. These contractors have received special training to perform home assessments and home improvements as part of the SHINE and Georgia Power Home Energy Improvement programs.

Can I get a second opinion on the assessment findings?
Yes, but you will have to incur the additional costs for a second assessment. Your SHINE home assessment rebate will only be paid once and only if it was performed by a SHINE-approved contractor.

Why do some contractors only perform assessments?
This approach gives customers more flexibility in their contractor choices. Some customers may prefer separating contractor roles and responsibilities with one company providing the home energy assessment and a second company actually performing the recommended home energy improvements. Other customers may prefer the ease of working with only one company that performs both the home assessment and all the recommended home energy improvements from start to finish.

Will work performed by any licensed contractor qualify for a SHINE rebate?
No, rebates will only be paid to homeowners who have work performed by approved SHINE contractors (see list). Encourage your contractor to become an approved SHINE contractor. Information on the contractor approval process can be requested by e-mailing shine@atlantaga.gov with “Contractor Information” in the subject line.
